                    is quite an unofficial medal made of brass but some still 
                    prowdly wear it.  Established on 25 September 1997 by 
                    the Presidium of the Congress of the People's Deputies of 
                    the Soviet Union (yes, the "Government" still exists 
                    inspite of the dissolution of the USSR).  The award document 
                    is not filled in but is properly stamped and signed by the 
                    President of the Standing Committee Comrade S. Umalatova (facsimile).
